2.  GENERAL INFORMATION AND BASIS FOR NFP

2.1. General information

- Agencies organizing the task development: The Ministry of Agriculture and Rural Development organizes the elaboration of national forestry planning tasks according to the Prime Minister's Decision No. 995 / QD-TTg of August 9, 2018 assigning tasks to the ministries in organizing national sector planning in the 2021-2030 period, with a vision to 2050.
- Agency in charge: General Department of Forestry, Ministry of Agriculture and Rural Development.
- Consultancy agency sets up the mission: Forest Ecology and Environment Institute - Forestry University.
2.2. Legal basis for NFP
To formulate the NFP based on relevant laws, decrees, decisions, circulars and strategies, draft national socio-economic development strategies, current status of forestry sector, current situation forestry planning in the previous period. Inside :

In order to make the national forestry planning task conform to the national socio-economic development strategies and plans, the results of the analysis of the current natural and socio-economic conditions have been based on the current results. at the Country; Draft National Socio-Economic Development Strategy for the period of 2021-2030 (to be submitted for approval at the 13th National Party Congress, 2021).

3. MAJOR REQUIREMENTS AND CONTENTS OF NTP
3.1. Name, period, scope and objects of the planning
- Name of planning: National forestry planning in the period of 2021 - 2030, with a vision to 2050.
- Planning period: Planning is made for the period 2021 - 2030, with a vision to 2050.
- Planning scope: The whole territory of Vietnam, including some islands and archipelagos, is aggregated from the provincial level.
- Planning objects include: Forests, land planned for forestry and forestry infrastructure works.
3.2. Requirements on planning views, principles and objectives
a) Regarding the viewpoint of planning:
- Forests are sustainably managed in terms of area and quality, harmonizing socio-economic development goals, national defense, security, biodiversity conservation, raising forest coverage rates, value of forest environmental services and response to climate change.
- Socializing forestry activities; ensure harmony between the interests of the State and the interests of forest owners, organizations and individuals engaged in forestry activities.
- Ensure chain linkages from forest protection, forest development, forest use to forest product processing and trade to enhance forest value.
- Ensure publicity, transparency, and participation of organizations, households, individuals, and communities involved in forestry activities.
- Comply with international treaties related to forestry to which the Socialist Republic of Vietnam is a signatory; In cases where an international treaty of which the Socialist Republic of Vietnam is a member contains provisions which are different from the provisions of the Law or legal documents of Vietnam which have not yet specified, the provisions of the treaty shall apply. that international.
b) Principles of planning
- Formulation of "National forestry planning for the period of 2021 - 2030, vision to 2050" must comply with the provisions of the Law on Planning, the Law on Forestry, and the provisions of other relevant legal documents. and international treaties to which Vietnam is a member.
- Ensuring consistency and synchronization with the national master planning, national land use planning, national marine spatial planning and other relevant planning.
- Ensuring the inheritance of the existing forestry-related plannings to avoid big fluctuations, disturbance and interruptions; effective use of national resources in the planning process.
- Ensure sustainable forest management; exploitation and use of forests in association with conservation of natural resources, raising economic values ​​of forests and cultural and historical values; protect the environment, cope with climate change and improve people's livelihoods.
- Ensuring the publicity, transparency and accountability of stakeholders in the process of making, organizing the implementation and monitoring the implementation of the planning; ensure the right to give opinions of agencies, organizations, households, individuals and communities during the planning process.
- Ensuring science, application of modern technology in the planning process; meeting technical regulations and standards, meeting the country's development and international integration requirements.
c) Regarding the objectives of forestry planning
- The overall objective and vision of the forestry planning must be in line with the national socio-economic development strategy in the 2021-2030 period. At the same time, a vision to 2050 for Vietnam's forestry sector must be determined.
- Specific objectives must identify basic indicators, targets and orientations to 2025 and 2030 for: Developing 3 types of forests (special-use, protection, production); forest cover; developing non-timber forest products; forestry infrastructure development; demand of land use for development of 3 types of forests and forestry infrastructure; develop the forest product processing and trade system in the planning period.
3.3. Requirements on the content of planning
The contents of planning comply with the provisions of the Planning Law and Decree No. 37 / ND-CP of May 7, 2019 of the Government detailing the implementation of a number of articles of the Planning Law, specifically as follows: :
- Collect, analyze and evaluate data on natural, socio-economic conditions, forestry development situation, including forest management, protection, development, processing and trade. Forest product trade, state management organization in forestry field for the period of 2011-2020.
- Analyzing and assessing the current status of forest resources, the impact of exploitation and use of forest resources, forestry infrastructure on socio-economic, national defense, security, environment and biodiversity study, ecosystem services, natural disaster prevention and response to climate change.
- Analysis and evaluation of policies and orientations for socio-economic development and planning related to forestry activities and national environmental protection; research the context, industry linkages; identify requirements and impacts of socio-economic development on forestry sector;
- Forecasting needs and markets for forest products, forest environment services, the development of science and technology in forestry and impacts on the forestry industry; The impact of markets, ecotourism services, climate change and urbanization on the forestry sector during the planning period.
- Viewpoints and objectives of exploitation and use of forest resources in service of socio-economic development:
+ Identify perspectives on forest management, protection, development, use of forest resources, development of forestry infrastructure in terms of socio-economic efficiency, assurance of national defense, security and protection. environment, biodiversity conservation, forest ecosystem services, natural disaster prevention and climate change response.
+ Determining general objectives, specific objectives and forestry development targets in the planning period.
- Forestry development orientation:
+ Sustainable development orientation of special-use forests, protection forests and production forests; associating sustainable forest management, biodiversity conservation with sustainable exploitation and use of forest environment services and eco-tourism development.
+ Development orientations for forestry and non-timber forest products.
+ Market development orientation, raw material areas and forest product processing.
+ Orientations for forestry infrastructure development.
- Solutions and resources for implementing the planning: Solutions on mechanisms and policies; finance and investment; science and technology; propaganda and awareness-raising; training, capacity building; international cooperation; implement and supervise planning.
3.4. Requirements on planning methods
Planning methods must ensure inheritance, including: surveys, information gathering, statistics and information processing; system analysis, synthesis and planning integration; spatial analysis, map overlay, using mathematical models; systematic analysis of strengths, weaknesses, opportunities and challenges; cause and effect analysis; compare, synthesize, single impact analysis, cross impact, cost - benefit analysis; forecast; experts, seminars.
3.5. Time limit for planning
The time limit for making a plan does not exceed 24 months from the date the task of elaborating the "National forestry planning in the 2021 - 2030 period, with a vision to 2050" has been approved.
