Lam Dong Province is one of the provinces with quite large forest cover in Vietnam. However, at present, Lam Dong in particular and the provinces in the Central Highlands are under a lot of pressure on changes in forest resources due to increased impacts of deforestation and forest degradation. One of the important causes of deforestation and forest degradation is the situation of people invading forest land to produce industrial crops (mainly coffee trees) and long-term agricultural crops. To restore the lost, degraded forest environment due to the above-mentioned people, there should be a feasible solution.
Lam Dong is located in the Central Highlands region with a large forest cover in the country. However, Lam Dong and the Central Highlands provinces are under pressure of changes in forest resources due to increased deforestation and forest degradation. The Government and relevant ministries and branches have directed many ways to implement solutions to overcome and respond to climate change.

One of the important causes of deforestation and forest degradation is the situation of people invading forest land to produce industrial crops (mainly coffee trees) and long-term agricultural crops. According to the results of reviewing and adjusting the planning of 03 types of forests throughout Lam Dong province, submitting to the provincial People's Committee for approval until September 2018, determining protection forest land and production forest land to be cultivated for agricultural production andindustrial crops in the province is about 52,060 ha. In order to restore the lost, degraded forest environment due to the above mentioned people, there should be a feasible solution: to ensure the restoration of the forest environment; both harmonizing and sharing livelihood benefits for people. But the reality needs to apply appropriately and comply with the regulations and policies of the state; creating consensus among people and local authorities.

Currently, in the province, a number of localities, forest owners and local people have actual models to implement activities of intercropping forest trees to the area of ​​agricultural land that is being produced, planting industrial crops. Model activities are implemented through the district-level Resolution, the support of national and international project programs (including support of the UN-REDD Program Phase II), policies to support forestry.

The implementation is still in the pilot model, has not analyzed, evaluated, consulted the parties and considered social issues - economy - environment and relevant legal provisions for a synchronous solution of technical measures, combined with the application of relevant policies and mobilization of financial resources for deployment. In particular, the creation of a common consensus of the people involved and the effectiveness of crops according to each type of forest, the area has not been surveyed and analyzed.

In the framework of cooperation on financial and technical support for Lam Dong province, implement the REDD + Action Plan. The development of the project "Forest restoration on forestry land which is producing agricultural crops and industrial crops by combined agro-forestry solutions, period 2018 -2020" is essential for the implementation of the protection and delivery tasks. developing forests, coping with climate change in the current context.

The objective of the project is to restore the forest environment on the area of ​​forestry land that is currently producing agriculture and growing industrial crops in the direction of developing green growth, ensuring sustainable and economic - social - environmental efficiency by combined agro-forestry solutions. The scheme is implemented based on the principles of: Ensuring benefits; Ensure the stable use of forest land by the people and continue for a long time; Ensure fairness.

The scale, type of forest land and subjects participating in the implementation of the project are the area of ​​forestry land currently engaged in agricultural production, industrial tree plantation belonging to state forest owners and on the objects of production forest land and protective forest land.
Results of the project:

- Current situation and solutions for forestry land currently in agricultural production and industrial crops:
+The area of ​​forestry land is currently in agricultural production and industrial crops: The total area of ​​forestry land currently in agricultural production in Lam Dong is 52,041.06 ha and covers all three types of forests (production forest, protection forest and special-use forests).
+Current status of the use of forestry land currently in agricultural production, industrial tree planting: Species are planted very diverse, including perennial industrial crops (coffee, tea, pepper), industrial crops year (mulberry, cassava), fruit trees (avocado, passion fruit, durian, orange, tangerine, lemon, jackfruit, banana), legumes, ornamental plants (vegetables, flowers, wasabi, beans, pineapple), food crops (maize, rice, boron) and a number of multi-purpose plants are on the list of crops grown on forestry and agricultural land (macadamia, cashew, rubber). About 65% of this land is currently growing coffee. Coffee plants account for a proportion of 20% -100% in the structure of crops on the area of ​​forestry land currently producing agriculture and industrial crops of most forest owners. In the southern districts of the province such as Da Huoai, Da Teh and Thieu trees are the main crops in the area of ​​forestry land currently producing agriculture and industrial crops.
+Technical solutions for forest rehabilitation on forestry land currently producing agroforestry, industrial crops by integrated agroforestry solutions: Based on the study of site conditions of each sub-ecology In Lam Dong province such as: sub-valley, low to medium ecological sub-region, highland sub-region ecology, experts selected tree groups suitable for each ecological sub-region:
(i)Sub-region of the valley.
(ii) Low to medium mountain ecological sub-region.
(iii) Highland ecoregion.
+Proposing some regulations on dossiers; dossiers evaluation; map; seedlings and technical measures for intercropping forest trees to make it easy for localities to apply.
Regulations on records: Forest owners list the list of land areas encroached on forest stands of forest owners as a basis for identifying and designing forest restoration plans: Based on review results , according to the periodic classification of the implementation targets of 2019 to 2020, propose the targets of the annual plan for the Department of Agriculture and Rural Development from the need to register for participation of households to the Department of Agriculture and Rural Development to synthesize reports and propose PPC to allocate funds for implementation. When allocating funds from the provincial People's Committee, the dossiers of intercropping forest trees are prepared by forest owners with the content: Forest owners make general plans based on the general list of registered households and households. Intercropping households are considered to be supported when they have contracted forest contracts under Decree 168. For the cultivation area in 3 southern districts of Lam Dong province (Da Huoai, Da Teh and Cat Tien districts), cashew trees are planted. , then review and evaluate if the quality of the growth of cashew trees meets the requirements, complete the low density plantation records according to the plan.
Regulations on expertise of dossiers: A dossier of the plan on deploying and inter-planting forest trees of forest owners is sent to the Agriculture and Rural Development Department of districts and cities for evaluation. Relevant appraisal and approval documents, list of households registering to support production forests ... integrated forest owners units sent to the Forest Protection Department, Forest Protection Department and Department of Agriculture and Rural Development to monitor manage.
Regulations on maps: Regulations on map editing follow the requirements of Circular No. 23/2016 / TT-BNNPTNT dated June 30, 2016 of the Ministry of Agriculture and Rural Development, in which VN-2000 map system Lam Dong 3 degree screen, map editor must ensure form and content. The map of the Plan and the extract map must follow the regulations.
Regulations on seedlings: Only use seedlings produced from recognized seed sources and ensure standards and quality according to each regulation for each species specified in the scheme. planning divergent for localities to implement the Scheme in 2019-2020, the forest owners will prepare to sow to ensure the supply of seedlings in time for the planting season. The purchase, sale, nursery, production of seedlings, certification of seed sources must comply with the regulations on plant chain of custody management in accordance with the regulation of forest seed management issued in Decision No. 89. / 2005 / QD-BNN dated December 29, 2005 of the Ministry of Agriculture and Rural Development.
Technical solutions for intercropping forest trees: Technical procedures for planting low density intercropping trees on forestry land that are cultivating long-term industrial and agricultural crops will be specifically instructed by the Department of Agriculture and Rural Development.
The roadmap for piloting the implementation of the Scheme: From the results of research and analysis of collected data in localities and units with forestry land to be invaded, the roadmap for pilot scale implementation of the Scheme in districts , the city performs as follows:
- In 2019: It is expected to implement 5,510ha; with the cost of VND 55.1 billion;
- In 2020: Estimated implementation of 6,510ha; with the cost of VND 65.1 billion.
