V5PFES software aims to build and design the technical procedures and modeling it into a tool which simplifies the technical steps and helps the Provincial Forest Protection and Development Fund to use it easily.

I.INTRODUCTION
V5PFES has been used in the project: “Design the handbook for “ Building the Payment For Environment Services Map” in 2018”

The software has been granted a copyright registration certificate by the Copyright Office of Viet Nam on 08/05/2018.

II. GOALS
Promoting and enhancing the application of information technology in the development and management of PFES systems in the provinces according to Circular No. 22/2017 / TT-BNNPTNT dated 15 November 2017 on guiding some contents of implementing the policy on payment for forest environmental services.

III. FEATURES
- Automatically convert data from the format of Forest Inventory and Forest change to Standard Format of Payment for Forest Environmental Services.
- Automatically determine the payment area, identify the payers, identify difficulty areas, update the K coefficient, calculate the payment area and the amount paid for each forest plot and each forest owner provides service.
- Automatically extract forms 12 (forest owner group 1) and form 13 (forest owner group 2) as required by Circular 22 / TT-BNN / 2017.
- Automatically color in accordance with Forest Inventory Standardsand Payments for Forest Environmental Services.
- Support for the development of maps (satellite maps, satellite maps) for Commune People's Committee (forest owner group 1) and forest owners (forest owner group 2).
- Support to manage and access information for each forest owner and each forest plot to receive forest environmental services.
IV. V5PFES MODULES
1. “INTRODUCTION” MODULE
Introduction of author information, software development unit as well as the main functions and tasks of the software to build the Payment For Environment Services Map.
2. “STANDARDIZING THE FOREST TRANSITION DATA” MODULE
Map layer is extracted from FRMS software as shapefile (.shp) with Unicode font. The attribute fields in this map layer are structured as multiple links in the database of forest variables. Therefore, it is necessary to standardize this map layer so that it can be used in the PFES mapping. This standardization will use two main categories of forest boundaries that contain administrative and forest status information as well as management information, which is encrypted, and a list of owners. Include names and numbers in excel spreadsheet format (also using Unicode).
3. “BUILDING THE PAYMENT FOR ENVIRONMENT SERVICES MAP” MODULE
The PFES map is based on data of forest status, payment area (basin boundary), unit cost, conversion factor (K) as guided in Circular 22. The PFES Map is built on a provincial or district scale or any other area.
4. “IMPORTING DATA FROM THE MAP” MODULE
Final results generated after finalization of the PFES mapping will be entered into the database of the software to manage and exploit the necessary information, in particular Form 12 and Form 13 of Circular 22, these are two forms requesting direct information from the PFES Map.
5. “EXPORTING THE PROCESSED DATA” MODULE
Once the data has been imported, the software will be ready to provide data in forms 12 and 13 of Circular 22 for PES in localities.
6. “MAP COLOURING” MODULE
This module allows users to export the maps of results at the levels of the commune, district, province. The result map is a thematic map of PFES paid by communal level and by forest owners. Based on the administrative boundaries of the commune or the management boundary of the forest owner to prepare required layers as defined in Chapter I. These layers must have the same coordinate system with the PFES map layer.
7. “DATA MANAGEMENT” MODULE
This module allows users to split and view payment maps for forest environmental services. In addition, it also supports in building of satellite image profile and satellite image map.
8. “HELPS” MODULE
Includes instructions for use and some support for users.
9. “EXIT” MODULE
Allows the users to exit the software.
